I respectfully disagree. Consistently signing the number 15 class year after year wouldn't be a sign of improvement at all.

I thought that your point was that Coach Freeze signed an unusually good recruiting class last year.

Now that I've addressed your points, please go back and respond to my questions. Otherwise, it just looks like your dodging them.

I'm curious what you think a school would have to do to improve its recruiting without creating the presumption that it's buying players or cheating in some other way?

Land a class that is balanced, about twice as many four stars as five, very little two stars, a higher that 3.5 average star rating.

Not getting guys out of the blue. Not relying on gimmicks like having a guys 2 star brother. Having a coach other than Freeze.
