UGA was snakebitten by injuries this year, Bama was at its worst since '07, Florida was awful, Tennessee was still awful, Arkansas was a dumpster fire, Texas A&M had somewhat of a drop-off, South Carolina dropped some games they shouldn't have, LSU was mediocre by their standards, so yeah, the SEC had a down year. I don't think anyone knowledgeable said the SEC was down in 2010. 2010 and 2011 the SEC was at its zenith.

2010 was the peak in the west. 2011 was two powerhouses and then paper tiger Arkansas. It's all cyclical except for OM not winning the west. As long as the SEC continues recruiting as well as it does across the board the competitiveness will remain.
