This is the first step to an early signing period.

Once an early enrolling player signs his financial aid papers with a University, that University is allowed unrestricted access and contact with him.

Coaches can even speak about the prospects for the first time even though they have not signed an LOI yet. Dabo, for example, has been gushing about Deshaun Watson ever since he signed his at Clemson.

I wouldn't be surprised if Universities started creating organized displays for these individuals once they sign. Setting up "Welcome to Wherever" signs on campus with the kid's names on them.

The NCAA will need to kill this rule ASAP or use it to branch into an early signing period. I think it will be the later.
