Is there a waiver wherein you don't have to sit out a year if you move back to your home state? The reason I ask is there have been some rumors floating around about Dak Prescott potentially leaving State (due to family reasons I was told by a not-too-credible source) and would try to come to LSU. Stupid, I know, I hate to even post...just ironic because I was told this tale about Prescott yesterday at work.

If the NCAA grants a waiver for family reasons, he'd be eligible immediately. Dude looks like a DE playing QB.

No. If you have graduated you can transfer anywhere and play immediately if you still have eligibility. I.E. Russell Wilson and supposedly Coker has graduated or will graduate this Fall

Coker can play immediately because he graduated from FSU.
