I would go in a different direction to say that public universities have strayed from educating their populations to becoming quasi non profit (but quite profitable) industries focused on 2 primary sources of revenue.

a) entertainment - via sports
b) research - via government no bid contracts

Not really true. Universities have been in the research business pretty much forever. The no-bid contracts are a new thing and certainly are a problem, but that's really the only issue when it comes to research.
