I don't know about that. What happened in the 90s? Did all of the sudden great talent appeared in Louisiana post 1999? LSU was never as consistent as it is now post 2000. (90s,80s,70s, 60s was sporatic).

Curly, then Dinardo won a bunch of games before both coordinators were hired away and we struggled in '98 and '99. He refused to fire his guys so he got fired. Saban came in and was the beneficiary of that revival. Saban put together one of the all-time great staffs here and we started winning again. '99 was seen as an abberation, and LSU continued on its upward trend.

No, but they all of the sudden stayed in state instead of going to out of state schools:
