Wasn't Condi Rice the one who hired Tyrone Willingham (before he turned to complete shite at Notre Dame and Washington) and the one who recommended Harbaugh for the position?

No. She was the provost when Willingham was hired...the chief budget and academic officer.
Ironically, Willingham reportedly will be on the committee also.
