Why place any limits on "suspicious" transactions? I'm saying, if a booster wants to buy 4,000 JFF jerseys, he is entitled to makes such a purchase. He is paying for something he believes has value. The school gets paid and the kid gets paid. No need to limit it. And you can't really expect a kid to rely on a booster's recruiting promise buy his jersey AFTER he joins the team and his jersey becomes available.
