That. I've said it all along, he did it but there's no way the NCAA will be able do jack about it.

This is the opinion of 95% of the people following this situation regardless of who they are fans of it seems.

The NCAA can do whatever they want, if they want...

The Jesse Pate situation proved that, it ended with an apology from the NCAA...

I agree, but I still think the article is bullshite because the NCAA has plenty of strong circumstantial evidence, so I can't imagine why they would say they don't. They likely have no proof, but there is no reasonable explanation for why he signed that much stuff in that short a time for one guy other than monetary compensation.
