I didn't go back 20 years, but in the last 5, unless my math is off, MU has pulled 22 kids from STL and 19 kids from KC. The problem isn't limited to STL, it's statewide (this year at least). 35 kids in STL went to other larger D1 schools during that time, while 30 was the number in KC. That's about 40% of kids that commit to larger D1 schools choosing MU from both cities.

And then the question comes in - who did we want? Some kids may be highly rated, but not a fit so we didn't pursue them too hard. They have to balance needing to seal the borders with getting players that we want. And the last part is what we don't know. The staff may not be terribly unhappy.
