Which begs the question, how do you think Freeze is keeping this stuff from being announced or publicized? Under Nutt, this stuff was online or in the newspaper the same week. Was Nutt just too incompetent to work something out with the OPD?

Nutt is too incompetent for pretty much everything so I imagine that's probably true

Nutt wanted to help the kids while freeze wants to sweep it under the rug until they're gone and then they can live the rest of their lives with a crippling drug addiction.
