This seems kind of flawed to me. If I'm calling the cable/satellite company, chances are I'm not happy. If I'm not happy, chances are I'm going to be an a-hole to whoever picks up the phone.

not really flawed when you use the same standard across every state, then compare those states, and who did more of what
