First, don't revise scientific research data to favor a specific point of view. That compromises the integrity of the real data.
Second, detonate an EMP 30 miles above the center of China. This would knock China back to the stone age. In an instant their electrical grid would fry, including most of their vehicles which are controlled by computers.
A billion less people driving cars in a society that doesn't regulate car emissions is a good thing.
