Which is why I wouldn't punish him this time. You just don't want to condone it too much because then you could have a budding troublemaker on your hands.

Semo, this is true. Most every father (my father included) teaches their children not to fight, but if a bully starts a fight, strike back and finish it regardless of the consequences.
Punishment is temporary. Teaching a bully a valuable lesson lasts forever and gives your child real life confidence.
