I seriously think baseball is a losing effort in Missouri. There's too many major/minor league teams to take the real baseball enthusiast money in the state. If they're going to market the team, the support and money needs to go to Columbia/Jeff City. I don't see a whole ton of people ever coming from KC/STL for baseball.
Drinking sections in the outfield, as was mentioned before, with a little local marketing is probably the key.

The baseball stadium is on campus, and campus is officially dry. They can get around it in the suites they're building, but I don't see them allowing drinking in the general seating areas.
And yes, I know it's stupid because there are places on campus you can drink (Alumni Center) and they completely ignore it for football (but not inside the stadium unless you're in the suites.)

Don't think they really need much STL/KC support to improve the baseball atmosphere.
Needs more support from people living on campus, and mid-missouri people wanting to see good baseball. We'll never match the 10k plus ballparks in the SEC, shouldn't even strive for that.
Weather will always hold back attendance, but won't necessarily hold back the program. Making MU the flagship baseball school in the state can be huge for getting our in state talent.
