The rule is fine if it is deemed the defensive player did it intentionally. The problem is it is too broad. Helmet to helmet hits happen too often by accident for this to be a hard rule.
What they need to get rid of is when you have a defensive player that has a WR in a defenseless position and winds up to clock them above the shoulders. That's how people get really hurt. Stuff like this:
Hit on Mike Evans
Or it could be off the ball stuff like this:
Quinton Dial hit
Or especially something like this:
Eric Martin hit
The problem is a hit like this ends up with an ejection now:
