How about a state law similar to compelled military service.
Ex. If you receive a scholarship offer from one or both of the BCS-level in-state universities, you are required to sign a Letter of Intent with one of them.
something of that nature. Only downside is that Tech would get better, but I still think the talent gap would be pretty significant since UGA would pretty much get the top 25 with few exceptions
