Eli will get in, but his merit aside from the two rings can be debated. He won't even be in the top 10 from his era in stats. There will be several guys at least with much better ratings and stats who don't get in.
Really amazing what those rings do to perception. Terry Bradshaw was a mediocre QB who had more career turnovers than touchdowns and had more career INTs than TDs in the postseason but is in the HOF. Tony Romo will very likely retire one day as the highest rated QB EVER and he isnt going to even sniff the HOF. Matt Rya and Matthew Stafford are going to both finish in the top 10 in every single passing category barring injury and neither will get in without a ring.
