A total technicality. DC statehood has zero effect on a statistic based on how many players a geographic region produces per capita.

That's a pretty solid team there. I think so far from what I've seen in this thread I'd rank the teams like this: 1. Texas, 2. Louisiana, 3. Alabama (very close to Louisiana though)

Louisiana puts more players in the NFL per capita than every other state.
I thought this as well, but Florida even with its larger population does in fact produce more than any other state.

Well hell yeah. In terms of sheer number of players, it has to be any order of Texas Florida and California.
I'd bet Louisiana and Mississippi aren't too far behind tho.
