It's called a fee-fee bag, and it's a prison staple, just like shivs, shanks, juice, wombats, muscle tweaks, crotch milk, bunions, onions, Funyuns, and my favorite, Pruno.

I believe condiments like mayo and a crew sock or nylon are preferred. If that's the case, I don't know why it's fee-fee - seems you only pay once by getting mayo in your weehole.
