Not necessarily. The Big 10 had a "no-peat" rule until 1972. Meaning, if you won the Big 10 one year and then again, the second place team would go. Oh, and you would stay home and not go to a bowl as in the Big 10 you either played in the Rose Bowl or you couldn't go to another bowl until after the 1975 season.

This is why #2 Michigan State stayed home in 1966.
