One, Alleva didn't want to have to do roadwork as part of the expansion. As I write this, Stadium Drive is currently closed. Go figure.
Two, LSU & TAF decided that it made the most sense to concentrate on adding premium seating as opposed to general admission.
The NEZ expansion, which you will begin hearing about in 2015, will be constructed the same way.

they nailed it with this decision btw. very smart. i really dont see the need for that much more general admission seating in TS either.
