When does helmet to helmet not apply?

Seriously?

Have you ever seen a RB get tackled coming through the line?

Usually always helmet to helmet...

The rule does not apply to runners, and shouldn't apply in this case.

Lots of fail on both sides in this thread. It wasn't a penalty because (a) Dial did not lead with the crown (top) of his helmet, and (b) Murray was not a defenseless player. The rules treat a passer who has just released the ball (McCarron) as a defenseless player, but not a defender looking to make a tackle (Murray)...regardless of how half-assed Murray was pursuing the play.

Lots of people here should actually spend a few minutes reading the rule book. I'm not going to copy and paste...you can read for yourselves.

You're welcome.

You might want to look around Rule 9.
