Who did Tebow beat in 2007?

He was 2-4 against teams that finished ranked. Manziel will likely finish 2-3 in such games pending a bowl. Five of Tebow's nine wins that year were against sub-.500 teams and a sixth, FSU, finished 6-6.

Moreover, who did RGIII beat last year? He was 2-3 against ranked teams (and two of the losses were by 27 and 35 points).

Going back to 1990, only 11 of the 22 Heisman winners were on teams that beat more than two ranked teams, pretty telling considering the majority of those players were on one-loss or undefeated teams.

The bottom line is that teams who play a ton of ranked teams usually lose to several of them, and players on teams with more than two losses have an exponentially lower chance of winning the Heisman.
