So why don't the "sharp" bettors wait for 75% of the public to bet State and take it after the line goes down?

Let me try this a different way. Once an initial line is published, Las Vegas doesn't have anything to do with it's movement after that. It's movement is predicated on the percentage of dollars wagered on each team. As long as the percentage stays at or very near 50% for each team the line will not move. This has nothing to do with the percentage of PEOPLE betting on each team, only the amount of MONEY bet on each team. Let's say that only 100 people were going to bet on the MSU/Alabama game. Let's say Las Vegas casinos published an initial point spread of 24 points. 99 people out of the 100 could bet $1 on MSU and if the lone Alabama bettor bet $99, the point spread would not move off 24, even though 99% of the betting public went with MSU, because $99 came in on each team.
