A developmental league could have some negative consequences for college football. It would definitely have an effect on big time football programs.

Precisely why they have an arrangement. It would affect both the revenue and the quality of play. but let’s be honest, it's all about the revenue. The NCAA likes to put a guise up when it comes to the student part of student athlete, more so in CFB and to a lesser extent CBB
