Theres's a difference between missing a large aggregate amount of time (3 weeks) vs. one week. HTH.
You said...

Another site has reported that Jenkins -- who's a starter -- has had very little reps with the 1s the last 2 weeks
So he's already missed two weeks either way.

Enforcing the suspension against Florida would result in Jenkins being held from the 1s in practice for another 10 days.
So he would miss a week + 3 days.
If he's held out for the week (7 days) before the LaTech game we're talking 3 additional practices missed if he's held out for Florida.
Unless I'm missing something somewhere?

The total time would be ostensibly the same.
The difference is, if you hold him out for Florida, you hold him out for an aggregate period that's longer than what was originally planned. This way, he's held out for the same aggregate time as he would have been had the game not been canceled.
Stacking multiple weeks of limited reps by virtue of the cancellation does the player an unjustified disservice.
