Untrue.

If he failed a football related drug test 3 times and was dismissed, he would not be eligible to play NCAA ball at another school. HOWEVER, if the student honor court dismissed him from school, he could play.

FYI, most schools require students turned in for smoking post in their dorm or found in possession of small amounts of pot to take a drug ed course online, attend all classes, etc. IF they get caught again, they can be suspended and with repeated violations they can be dismissed. Now if HB was not attending classes and had prior drug offenses, that could be the reason.

If you had paid attention when in college, you'd have known about the honor code all school have.
