Are you generating this argument so you won't feel so bad losing this year.

FL, TX = 3 schools (6)
CA, AL, GA, OK, MI= 2 each (10)
TN, AR, VA, OH, PA, NE, ID, MO, WV, SC, OR, WA, UT =1 (13)

So 29 sure losses

States that have schools that are 50/50
FL, TX = 2 (4 x .5 = 2)
NC, KS, KY, OR, CA = (5 x.5 = 2.5)

I'd say top 35 (over the last 5 yrs.)

(ETA: Had this conversation w/ a west coast colleague. He was talking about the SEC being Top Heavy and looked at winning percentages and specifically pointed out MSU. I say win percentages are relative to the SOS. MSU generally has several talented players that get overlooked, but would be all conf. if playing in another conf. I specifically mentioned Fletcher Cox ...colleague said "who?"....Thank you NFL brain trusts for proving my point.
