I started a thread on this and tried to find the answer to this earlier and it was a bitch. Forgot the links but basically the 'Presidential Council' (a rep from 11 conferences and 1 ND rep) have the final vote. Whatever is passed still requires sign-off by all involved University Presidents/Chancellors). Now if it is not unanimous the wording I saw is that those against proposal are then out of the BCS process. This obviously makes no sense since how would leave out the SEC or PAC12 say, but that's what I read.

The short of it...I don't know what happens if the vote isn't unanimous and hopefully someone smarter than me will find out.
