High revenue and lower expenses is more profit. Profit is the main goal as well as success. Lsu had more revenue, less expenses, and more success yet is behind tennessee lol. Just seems weird

Not for a state agency, they don't have shareholders to please and earn money for. They just want to spend all the money they can without going into debt.
