The ACC has a shite load of talent in football. They just lack coaching and usually flop in big games.

If you go by this years RPI. SEC = 4 top 25 teams. ACC only has 3. I think the gap is pretty small between the two conferences.*

*Note: RPI probably isn't the best measuring stick, I am aware.
