Drunkenness lessens judgement. A shitton of crimes are committed because of drunkenness. If NOLA didn't allow such public drunkenness, it would eliminate alot of the things, like that balldragging and probably alot of altercations as well. Maybe a few violent sexual crimes as well.

The overwhelming majority of crime in NOLA is not committed by drunk people.
