I am sorry that the sophisticated devil may care atmosphere in the French Quarter inspires some Alabamians to feel free to whip out their nutsack and commit a crime on an unconscious guy. If this isn't implicitly understood in Alabama that this is not a cool thing to do, maybe the State of La. could place a billboard at the state line indicating as such: "Dear Alabamians: we like to party and have fun in this state. We enjoy our food and drink. This is no way implies that when someone has had too much to drink and has passed out, it is OK for you to, Deliverance-style, get your depraved sexual jollies off by taking out your nutsack and placing it on the unconscious guy's head.
