Beecause Orleans Parish and New Orleans does not have a huge population (about 300-350,000 in the city limits).
But 99.99999 of the murders and violent crimes are being committed by and on:
15-45 year old African American men in the inner city crack house and N.O. east areas. SIXTY FOUR PERCENT of the 2011 murder victims HAD A CRIMINAL RECORD. Most of these are drug-related and/or
'revenge' or stem from previous altercations or as simple as insults. This small segment of the population just don't care about anything or anybody.
But they have NOTHING to do with the other 95% of the city's population that are law-abiding, black and white (post Katrina N.O. - within the city limits itself is now 55% black and 45% white.)

The other 8 metro area parishes which have a population of ONE MILLION people, have an astronomically low crime and murder rate, as do MOST AREAS of the city itself (downtown, uptown, French Quarter - 8 murders last year), mid city, fauborg marigny, bywater, garden district, gentilly, broadmoor, lakeview, lake vista, etc.)

What Mayor Mitch Landrieu has to get a handle on is the inner city and central city and some N.O. East crack house and project areas....

Criminals don't stop at Canal and Bourbon St. They prey on the tourists, and the drunken idiots. No argument yall have offered has countered with the sleaze that NOLA allows. If the city cleaned up, that would fix alot of problems. Instead, they celebrate the debauchery and with the everything allowed atmosphere, you're going to get the worse with it.
