Maybe peoPle should learn to handle alcohol. Put the blame on the people, this is not a NOLA problem. Just because NOLA allows you to get wasted doesn't mean it's somehow ok to rub your balls on another dudes face, gtfo.

Show me another city with the crime rate that NOLA has. The city caters to filth and decadent behavior, so don't be so surprised when it happens. When you allow a group of people to get wasted and act like animals, you're going to get criminal acts.
