He hasn't officially declared yet, but he's gone. He's already made plans to train in Arizona. "Declaring" is only a small formality. Take that for what it's worth.

He's going to go, though. He has nothing left to prove. He's reached his college ceiling and has already graduated, correct? I see no reason to return.
