The Governor, of course IS a State Employee.

Mississippi State University is a PUBLIC University run by the State Board of IHL thus Mullen or any coach or elected official can only have a contract/salary through 4 years.

I learned that in State and Local Govt class I took in college.

there are always way around these provisions. booster clubs are public entities but not state owned, so their procurement and contracts may not have to follow state government policies. in SC, only head coaches and coordinators can have multiyear contracts. therefore, Spurrier named Lorenzo Ward as the Defensive Coordinator to lure him from Petrino @ Arkansas w/ a multiyear deal. Ellis Johnson is actually our Associate Head Coach.
