If LSU and Alabama rematch for the BCSCG, can a third SEC team go to a BCS bowl? I remember there being an exception to the "two teams only from each conference" rule that involved the BCS championship, but I don't know the details.

Yes. Pigglets can get a 3rd BCS bid for the SEC in this scenario.

If arky beats LSU then lose to Georgia, then it's bama LSU ncg and Georgia sugar bowl.

Arky has to win SEC to go to the BCS. Only way a conference can get 3 in is if #1 and #2 didn't win the league. For example, Georgia beats unbeaten LSU, LSU stays #1 (like OU 2003) and Alabama is #2. They play for the title, Georgia gets auto bid to the Sugar as conference champ.
