The only way I see it as possible is either a pick on a 2pt. conversion or a block on a PAT being run back by the other team, the player fumbling near the goal line, and then the attempting team recovering in the endzone.

That isn't a safety on a normal play or on a PAT, because there was a change of possession. Once you have a clear change of possession, it would be like any other fumble you recover in your own endzone.
