Correct. Transfers in Texas are investigated heavily by rival schools and the UIL if enough complaints are made. It used to be worse and very obvious with schools like Permian. Southlake Carroll was 'busted' just last year for it and lost their star QB transfer for the year.

Another thing about Texas is the lack of any real private school powerhouses - who can recruit at will I assume.
