Plant is a public school. I'm not sure what Miramar you are talking about or if there's more than one.

Transferring is easy from private to private or public to private. I'm not sure about public to public unless you move.

Miramar is in the Miami area and its public. The easiest way for kids to transfer is to say they are going to a different school for a class that the other doesn't offer. For example I am in school A's zone but want to go to school B for whatever reason. I just say I am going there to take the criminal justice class that school A doesn't offer. Its pretty common for athletes and non-athletes alike.

every state should allow it.

California i think has open enrollment.. they still have zones for busing.. but if you can provide your own transportation, you can go to any school you want..
