Ease of transfering for Florida high school kids

There are two articles in today‘s Orlando Sentinel about Marcell Harris transferring LINK and about the possibility of Drico Johnson transferring LINK.

.All of the state of Florida players listed below transferred at some point in their high school careers.
Jerrard Randall-transferred from Miami Norland toHollywood, Fla./Chaminade-Madonna
Lamarcus Joyner-transferred from Miami Southwest to St. Thomas Aquinas
Tacoi Sumler-Guliver Prep to Columbus
Rashard Greene-transfered from a Ga. hs
Tommy Shuler-Miami Springs to Central
Bobby Hart-Cardinal Gibbons to St. Thomas Aquinas
Arrington Jenkins- Killian to Coral Park
Matthew Vincent-Flanagan to Everglades
Steven Montgomery-McArthur to Miramar
Sean McVay-McArthur to Miramar
Devonte Mathis-Carroll City to Miramar
Cody Baker-Plantation to Douglas

I remember talk of Aaron Murray trying to recruit Christian Green to Plant from Catholic.

Does Florida's high school association have really lenient rules about transferring from one high school to another?

Are most of these transfers from public to private schools?

Do the successful Schools like St. Thomas Aquinas, Plant and Miramar recruit?

I'm pretty sure that private schools everywhere recruit.
