I don't know if the NCAA has people who actually keep an eye on players to see if they are being paid or whatever, or if they just depend on schools to rat each other out or what; but it seems pretty obvious to me that scholarships should be rewritten to ensure that players who are found guilty of cheating have their scholarships revoked, not only at the school where they cheated but at ANY NCAA member institution.
Then go after the coaches, it's utter bullshite that a coach can cheat his arse off win some big games get caught resign and be working at another school a week later. If you're caught cheating, boom your ineligible to coach at an NCAA school for 5 years.
And finally, fine the school $100K for every violation committed by anyone under their name.
Of course I am talking about major violations here, not penny ante stuff.
