Wrong again, you're saying prior to the spike NOT the snap....which is by definition AFTER the snap, right?
Penalties are either deadfall fouls,( occurring after the play is ruled over or before the play occurs.) Or it's a live ball, let the play finish then enforce the penalty. Or it's for an infraction that occurs prior to the snap, but not blown dead (defense in the neutral zone at snap) The penalty was for 5 yd illegal participation occurring DURING the play which was a spiked ball (treated as an incomplete pass)

So just to be clear. The penalty was correct since the ball was allowed to be snapped.
The total frick up was the official over the ball not noticing UNC substituting 5 extra guys and allowing Tenn to match their substitutions.

Dude, are you retarded? It was prior to the spike because this penalty happens at the time of the snap.
