The clock starts on the referees ready signal - a winding of the arm. Whether or not this happens is based on the previous play, in this case the play that determined how the clock is started for the FG attempt was the spike w :01 left, spikes are treated as incomplete passes and therefore there is no 'hot' clock, clock starts on the snap, not on the referees ready signal

sorry bud, but the penalty is technically before the spiked ball because the penalty is called on the snap of the ball. It's not an offensive penalty like holding where the play keeps going.
