This one.

NCAA rules (Bylaw 12.3.3) do not allow individuals (Cecil Newton) or entities to represent a prospective student-athlete (Cam Newton) for compensation to a school for an athletic scholarship.

This is where there's a gray area. "To a school." Does that mean just to the school that was offering money? Does that mean to any school?

I know what you'll say but the problem with that bylaw is that it is open to interpretation. Which is why "with the evidence they have now" the NCAA can not rule Cam Newton ineligible as a member of the Auburn football team. If NEW evidence comes out that proves Cam/Cecil took money FROM Auburn, then that's where you can clearly get in trouble.
