Nothing says they have to take a team from the east. SEC bowl guidelines say that the Outback and Cotton have the next picks after the CapitalOne. The Outback has first dibs on an eastern division team and the Cotton has first dibs on a western division team. but they don't have to pick from those divisions.

The only restriction is that if they want a team from the opposite division, they have to allow the other bowl to make their choice first.

Say if both bowl committees wanted Ole Miss, the Cotton would get them because the Cotton has first dibs on a western team. If both wanted Tenn then the Outback would get them. But as long as they aren't fighting over the same team, they can take whomever they want.
