I'm nearly certain he can because the NCAA is being sued over transfer rules and waived the rules for this year on multi-transfers.

also, he's already entered the portal, which he couldn't do if he had to wait till April.

Multi-time transfers in football and other fall sports who transfer before the end of the 2023-24 academic calendar will be immediately eligible to participate in 2024-25, the NCAA clarified this week in guidance sent out to schools.

Last week, the organization announced a change to the policies for spring and winter athletes, allowing multi-transfers to compete immediately. The NCAA said the decision was “the best outcome for multiple-time transfer student-athletes wishing to compete immediately.”

As mentioned in the other thread:

I think you're misinterpreting what the preliminary injunction says. It doesn't give athletes the ability to transfer whenever they want.

It's only saying that if an athlete transfers during the 2023-2024 academic calendar, they are eligible to participate in the 2024-2025 season without sitting out.

He can't transfer before April 15th because the portal is closed. However, if he transfers during the Spring window, the 2023-2024 academic calendar hasn't ended, so he'd still be eligible for the 2024-2025 season.

Where are you seeing that he's officially in the portal? Only grad transfers can enter the portal whenever they want.
