I don't even think Alaska has a college that is eligible to play in the tournament. They don't have a Division 1 college.
Hawaii, North Dakota, Delaware, New Hampshire, Maine, Rhode Island likely only have one team each in an eligible conference/division.
That makes Oklahoma, Missouri, Arkansas, and Georgia with lots of eligible teams look even worse.

Rhode Island has had three in before - Brown, Rhode Island and Providence.
Mississippi's likely max is 4.
Alabama could have 6 if the chips fell right. (The four they got this year + Jax State (C-USA) and one of the Sun Belt (Troy/USA)
Tennessee could have 7
Massachusetts could have six - and its the birthplace of basketball!
